Most families we work with use Pennsylvania’s Medicaid Home and Community-Based Services (HCBS) waivers through the Office of Developmental Programs. We’ll help you make sense of the options.

How support is funded

Ways families pay for Soar

Soar is a qualified provider under Pennsylvania’s Office of Developmental Programs (ODP). These are the most common ways our services are funded.

ODP HCBS waivers

State Medicaid waivers that fund home and community-based support for people with intellectual disabilities and autism:

  • Person/Family Directed Support (P/FDS) Waiver
  • Community Living Waiver
  • Consolidated Waiver

Private pay

Families can also arrange support privately, with clear and predictable rates. Ask us for a simple written estimate.

Applying or not sure?

Not enrolled in a waiver yet? We can point you to your county Administrative Entity and a Supports Coordinator to begin the process.

A quick note: Eligibility for waivers is determined by the Pennsylvania Office of Developmental Programs and your county Administrative Entity, not by Soar. We’re glad to help you navigate the steps and connect with the right people.

Getting started

Putting funding in place

A simple path from first call to support that’s funded and ready.

  1. Connect with ODP

    If you’re not already enrolled, contact your county Administrative Entity to request intellectual disability and autism services and a Supports Coordinator.

  2. Confirm your waiver & budget

    Your Supports Coordinator helps determine which waiver fits and what your Individual Support Plan (ISP) budget allows.

  3. Choose Soar as your provider

    Ask your Supports Coordinator to add Soar Support Services to your plan for the services you’d like.

  4. We handle the paperwork

    Our team coordinates authorizations and billing with ODP, so you can focus on your family.
